In 2015 LOCCA was founded to exist within the Sanchez Law Building, a law practice that provided affordable family legal services to low and middle-income families in the neighborhood. In July of 2022, LOCCA founder Henry G. Sanchez made the difficult decision to sell ownership of the building mostly due to the financial challenges of maintenance and upkeep of the building. Despite the change of ownership, the building will continue to office legal and multi-services for the community.
The Sanchez Law Building was established by the attorney, Henry V. Sanchez (the founder’s father) in 1963. He was joined by his partner and close friend Felix E. Salinas in 1971. They met during their Army service at Fort Lee, Virginia in 1955. Mr. Sanchez and Mr. Salinas maintained their joint practice in the East End Barrio of Houston, Texas until the passing of Mr. Sanchez in August 1, 2015. Mr. Salinas continues to practice at the same office.
